These changes, approved by the Ministry of Agriculture, will take effect on\u00a0<strong>September 1, 2025<\/strong>, unless otherwise specified.<\/p>\n<p><strong>Key Reforms<\/strong><\/p>\n<p><strong>1. Administrative Modernization<\/strong><\/p>\n<ul>\n<li>Simplified licensing procedures<\/li>\n<li>Replacement of \u201cstud-book\u201d with \u201cgenealogical book\u201d (EU Regulation 2016\/1012)<\/li>\n<li>Increased limit of leased horses for permit trainers (from 2 to 3)<\/li>\n<li>Mandatory notification to France Galop when a horse is entered in a sale while also engaged in a race<\/li>\n<li>Ban on amateur riders using jockey agents<\/li>\n<li>Removal of outdated references (e.g., military service exemptions)<\/li>\n<\/ul>\n<p><strong>2. Enhanced Equine Welfare<\/strong><\/p>\n<ul>\n<li>Explicit ban on prolonged water restriction<\/li>\n<li>Extended withdrawal periods after injections:\n<ul>\n<li>30 days for intra-articular glucocorticoids<\/li>\n<li>14 days for biological infiltrations<\/li>\n<\/ul>\n<\/li>\n<li>Legal consequences clarified: indictment or conviction leads to suspension of access and license<\/li>\n<\/ul>\n<p><strong>3.
